By developing code in a framework such as .NET, a programmer can combine their own code with reusable chunks of code which allows for faster development of aplications plus collaborative teamwork.
Frameworks improve development of a solution by making efficient use of a consultant's time. This cuts costs of constructing web-based applications or databases, for example, and we pass this on to the client.
