Bespoke solution for classifying information in the Emergency Services

REACT was a 2½ year European funded research project whose aim was to identify new technological concepts to assist emergency services operators based in the command and control room. The technological concepts were

As well as standard technologies like web services, REACT involves voice recognition, Geographical Information Systems (GIS) and data mining (pattern discovery).

OCC's Research

OCC researched into how information from multiple emergency calls that relate to one incident are linked. Operators in a command and control room input information from a call into their system. OCC developed a classification system to identify how words on the screen describing incidents may be related or duplicated. REACT then makes information about an incident available to as many local emergency Call Services as possible.

Alongside the research, OCC worked on a "Fact Finder" tool for short term intelligence gathering during major incidents to assist crime analysts.

Future opportunities

The success of a recent OCC demonstration of a prototype for incident linking classification has generated more opportunities within the UK to develop further the technologies used during the project and work towards a full pilot.

Special thanks

OCC would like to thank ACPO ITS, Sussex Police, Strathclyde Fire and Rescue and South East Coast Ambulance for their help and support during this project.
